Yes, that misuse of the 'begging the question' phrase has always bothered me (I distinctly recall having an argument with M about this many many moons ago, I hope I was on the right side! :)
But, in keeping with my commitment that "language is use", I must concede that if everyone uses the phrase to mean "this raises another question", then that's what the phrase DOES mean, whether I like it or not (and I don't! I don't!)
